This paper provides interesting insights into the relationship between Batman and the law and was written by Jason Bainbridge. While this paper doesn't directly speak to the relationship of Batman and technology, it does address on page 5 of the pdf how Batman's relationship with the Gotham City Police department is defined by technologies such as the Bat hot line in the 1966 television show and the Batsignal. These technologies illustrate the acceptance of Batman's methods by the police department. Otherwise, there isn't anything of direct interest to my potential thesis.
